*This posting is for two vacancies, one Senior Service Manager will oversee the Community Protection Services portfolio, and the other will oversee the Children and Youth Services portfolio. Reporting to the Director of Service, the Senior Service Manager is responsible for daily planning, organizing, and evaluating the delivery of child and family services and case management in the areas of Community Protection Services, Kinship, Children in Care, Resources, Adoption, Voluntary Youth Services and Ready, Set Go in accordance with the prescribed guidelines and regulations of the Child, Youth and Family Services Act (CYFSA). The Senior Service Manager will participate and provide leadership in the development of service policies and programs (both child welfare and non-child welfare) and assist in the development of the agency’s Strategic Plan from a service lens.
Main duties and responsibilities include, but are not limited to:
• Participates in the development of the Halton CAS Strategic Plan.
• Develops a departmental work plan in collaboration with the Director of Service reflecting projected service and program.
• Monitors service levels, staffing and workload volumes to adjust service planning in consultation with the Director of Service.
• Advises, monitors, mentors and provides clinical supervision to the Service Supervisors.
• Participates in case conferencing processes and facilitates case conferences.
• Oversees Service Supervisors in the daily assignment of cases, workload review and case management.
• Ensures compliance of cases in accordance with the Child Protection Standards, Quality Standards Framework and Standards Quality Improvement Plan.
• Supports the roll out of new directives, policies and requirements, and facilitates learning for Service Supervisors and staff.
• Ensures delivery of programs and services to clients and their families, foster families and/or adoptive families are trauma-informed, anti-oppressive and culturally responsive. This includes centering the voices and lived experience of children, youth and families from diverse backgrounds including Indigenous, Black, 2SLGBTQIA+, immigrant and other equity-deserving communities in all decision-making processes.
• Collaborative practices are used to select the most appropriate services or program, ensuring culturally safe delivery and accountability to community needs.
• Demonstrates a commitment to equity by incorporating diverse stakeholder input into strategic decisions and maintaining a respectful, inclusive approach when navigating complex, multifaceted issues.
• In consultation with the Director of Service, ensures all necessary service models of care, policies, programs and procedures are implemented in accordance with relevant legislation, the service plan and best practices.
• Conducts case or file reviews of high risk or high cost cases as assigned.
• General knowledge of privacy and personal information as defined by Part X of the CYFSA.
Leadership /Relationship Building and Management
• Demonstrates leadership through an equity lens by exemplifying behaviors, actions and attitudes that not only align with Halton CAS’ vision, mission and values but also actively promote inclusive practices. This includes challenging systemic barriers ensuring policies and practices are anti-oppressive and foster an environment where diverse perspectives drive innovation and decision-making.
• Provides leadership for the daily operational success of the Service Department.
• Establishes and maintains meaningful connections with others that are directed towards the sharing of values and opportunities for collaboration while building rapport and establishing/developing credibility of the Halton CAS.
• Manages recruitment, performance evaluation, coaching and discipline with Human Resources and the Director of Service.
• Ensures a work environment that expects fairness, consistency, respect and approachability while promoting staff participation, teamwork and positive employee relations.
• Develops leadership skills and mentors those who demonstrate abilities for promotion.

Knowledge, Education, Experience, Skills and Attributes
Qualifications
• MSW preferred or equivalent education and experience.
• Eligibility for registration with the Ontario College of Social Workers and Social Service Workers (OCSWSSW).
• Minimum 9 years’ experience in progressively responsible roles which has included child welfare exposure.
• Minimum 5 years in supervisory role.
• Advanced knowledge of legislation governing child welfare including CYFSA and its regulations, Ministry Standards, Children’s Law Reform Act, Foster Care standards, CYJA and related statutes and OACAS standards.
• Practical knowledge of CPIN including navigation of cases, input of contact logs, compliance and reporting requirements.
• Advanced understanding of CAS programs and services and the evolving role of the CASs within the child welfare sector and their impact on the development of Halton CAS priorities.
• Advanced understanding of CAS values and traditions, with demonstrated experience in working with and advocating for diverse communities in the Halton region. This includes an understanding of the historical and contemporary impacts of colonialism, systemic racism and other structural inequities experienced by families involved in the child welfare.
• Advanced knowledge of Halton CAS business strategies, goals, priorities and programs, and related objectives and plans.
• Valid G Driver’s License and access to a reliable motor vehicle with appropriate business class liability insurance is required.
• A satisfactory Vulnerable Sector Police Records Check is required.
Application Process
Halton CAS has a vaccination policy and procedure in place. As a condition of employment, new employees are required to be vaccinated for COVID-19 unless they have a valid reason not to be vaccinated based on a protected ground under the Ontario Human Rights Code.
The successful candidate will be made an offer of employment on the condition of being fully vaccinated against COVID-19. Fully vaccinated is defined as having received all of the required doses of a Health Canada approved vaccine and having received the final dose at least 14 days before your employment start date. The candidate will be asked to provide Halton CAS with proof of full vaccination, prior to the candidate’s employment start date. Acceptable proof includes an Ontario Ministry of Health COVID-19 vaccine receipt which you can obtain through the Provincial portal https://covid19.ontariohealth.ca/, or other government-issued vaccine passport or certification.
As described above, the requirement to be fully vaccinated is subject to the Ontario Human Rights Code. If the candidate is unable to receive the COVID-19 vaccine for a reason protected by the Code, requests for accommodation from the vaccine policy will be assessed on a case-by-case basis and will be subject to Halton CAS’ accommodation process.
